Your telegram 21st July Beer voluntarily dispensed with extradition proceedings has been allowed at request of Swiss Consul who made arrangements for safe custody to embark for Europe by the German mail steamer "Kleist" leaving Hong Kong to-day. Companion will leave German mail steamer August 5th.
